Please add feature for change texture of StaticMesh materials in map editor.
I don't want use ForceMaterial because needs restart Mapeditor to update

I don't think you have any choice but re-export the .mesh file, or you can hexedit the material header reference in the .mesh file without exporting again, so long as the following padding remains correct. The RE won't require a restart if you do that. Not sure about the ME.

You really must change the material which the static mesh is using.
There is ForceMaterial option, but you cannot just throw a new texture unless it is initialized properly by the material system.
