I'm looking for a 3d engine that can easily be used to develop a go-cart game. Ideally the engine would have some widgets that can be used to do the following:
1. generate a graphic user input panel that the input values such as speed, acceleration can then be fed into the 3d engine to decide the cart position.
2. The parameters of the cart's current position can be captured and used for displaying.
3. a go-cart model is available to be loaded into scene and it can be customized to personal taste, such as color and size.
4. easily generated terrain that have readily made trees and grass to be added.

To what extent that NeoAxis can meet the above goals?

1,2,3 are not even hard to do.

For the 4th you can use the MapEditor or create a heightmap terrain with some instructions that are on the wiki pages.

Just download the demo. All you want can be done with the NA Demo version

I'd love this. Need values that can be stored in like a "player_profile.config" file that override lines in the highMaterial files, such as "diffuseColor = " and even the texture references, perhaps using like reference wildcards that can be cycled ("texture = "Types\\Gokart\\GokartTexture_*.dds" so * can be 01-09 cycled) using an in-game GUI and then the game stores it in a player config, allowing players to customise themselves by choosing a unique colour (or two), and maybe set a custom decal (cart number) or two, without needing 100s of different highMaterial files and hard, inefficient changes.

I'm certain the engine is ready to let that happen to it, but it's all about the fine details.
